Brief Biography

Anita Milman is a professor in the Department of Environmental Conservation (ECo) in the School of Earth and Sustainability at the University of Massachusetts, Amherst. Milman’s research examines multi-level environmental governance, with a focus on how actors and organizations exercise agency as they navigate across institutional and jurisdictional boundaries. Some of her current projects examine interagency collective-action over groundwater; institutional change within drinking water supply, the influence of new technologies in the governance of water quality, and participation in transboundary rivers. Milman has served on the National Academy of Sciences Committee studying the New York City Watershed Protection Program, on the editorial board of the journal Environmental Research Letters, as chair of the International Water Resources Association’s Groundwater Task Force, and as independent reviewer for the International Joint Commission.
